Missouri Regulators Seek Sanctions Against Dunklin County Deputies Following Roadside Death

KENNETT, Mo. — State public safety regulators are pursuing severe disciplinary action against two Dunklin County sheriff's deputies after body camera footage revealed they refused to transport an injured, fleeing woman who was struck and killed by a semi-truck 13 minutes later.

The license revocation cases against Deputies Joseph Philpot and Nicholas Cobb, initially uncovered in state disciplinary filings by First Alert 4 Investigates, have prompted significant scrutiny across the Missouri Bootheel and Northeast Arkansas. The Missouri Department of Public Safety has officially accused both officers of displaying reckless disregard for human life.

According to the state's formal administrative complaints, the incident began around 11:00 PM on July 9, 2023, when Philpot and Cobb responded to reports of a pedestrian lying on the shoulder of U.S. Highway 412 near the Arkansas border. Upon arriving, they located Michelle Anders, a mother of two who had traveled from Little Rock to flee a violent domestic situation. Disciplinary documents note Anders was visibly distressed and injured, bearing facial bruising, a knot on her head, and an apparent shoulder injury. She had no cellular phone, no money, and was unfamiliar with the rural area.

While body camera video captured the deputies noting Anders appeared to be exhausted and under the influence, she explicitly requested a short ride to a gas station one to two miles up the roadway to find shelter and access a telephone. Footage reviewed by state investigators showed the deputies openly hesitating and stepping aside to deliberate. Ultimately, they informed Anders they could not transport her because the cruiser lacked sufficient space to accommodate her personal belongings.

Instead of arranging alternative transportation or escorting her to a secure facility, the deputies instructed Anders to continue walking along the dark highway corridor. Before clearing the scene, Deputy Cobb issued a warning captured on his microphone, telling Anders to stay off the white line to avoid being run over.

Exactly 13 minutes after the patrol unit deactivated its emergency lights and departed, a passing commercial vehicle struck and killed Anders as she sat in the driving lanes of the unlit highway [1.51 ]. Dashcam footage from the semi-truck documented the collision.

Unlike typical law enforcement misconduct proceedings involving claims of excessive force, the state's complaints before the Missouri Administrative Hearing Commission center entirely on severe operational inaction. The Department of Public Safety is currently seeking the formal suspension or permanent revocation of both men's peace officer licenses.

For the victim's family, the administrative filings represent an initial step toward systemic accountability. Speaking to investigative reporters, Michelle's sister, Elisa Riley, stated, if the responding deputies had exhibited basic protocol adherence and human decency that evening, her sister would still be alive.
