Body Camera Evidence Leads to Forgery Charges Against Shannon County Law Enforcement Officers

EMINENCE, Mo. — A former Shannon County sheriff's deputy and a department captain face felony forgery charges after body-worn camera footage discredited an official probable cause statement regarding an alleged jailhouse assault.

The charges against former deputy John David "J.D." Melvin and Captain Michael G. McCoy follow an investigation by the Missouri State Highway Patrol's Division of Drug and Crime Control. The case highlights a rare scenario where audio and video captured by a neighboring municipality's officer unraveled the written narrative submitted to state prosecutors.

The incident originated on June 7, 2025, when Deputy Melvin arrested a 35-year-old man on misdemeanor charges of harassment. According to initial court filings, Melvin claimed the routine booking process at the Shannon County Jail turned violent. The official paperwork asserted the arrestee became combative, actively resisted booking, and attempted to wrestle Melvin's department-issued service firearm from his holster. Based on those sworn statements, the citizen was initially charged with multiple high-level felonies, including assaulting an officer and attempting to disarm a peace officer.

However, the fabrication collapsed during a subsequent administrative review. While internal tracking within the jail facility left gaps, an officer from the nearby Winona Police Department was present during the booking to assist with the initial transit.

When state investigators reviewed the Winona officer's body-worn camera footage, it revealed the arrestee was entirely compliant. The video demonstrated the suspect never displayed aggression, never lunged at the deputy, and never made a move toward any law enforcement weapon. Instead, the footage captured Melvin launching an unprovoked physical assault on the cooperative prisoner. During a follow-up interview with state police investigators, Melvin admitted the man had not assaulted him or tried to take his firearm.

The investigation took a more complex turn when state forensic examiners analyzed the filing mechanics of the document itself. State investigators determined, Deputy Melvin did not write or electronically submit the false probable cause statement. Rather, evidence showed Captain Michael G. McCoy authored the fictitious document and forged Melvin's digital signature using Adobe Acrobat. McCoy later stated to investigators he was the only employee in the office who knew how to utilize the digital signature function within that software.

Despite not generating the electronic file, Melvin was still charged with felony forgery. Investigators discovered a hard paper copy of the falsified statement within the prosecuting attorney's case file bearing the original ink signatures of both McCoy and Melvin. Melvin admitted to investigators he signed the physical paperwork despite knowing the narrative inside it was completely fabricated.

Following the state review, the local prosecutor dismissed all fabricated felony assault and weapon charges against the original suspect. Missouri Attorney General Catherine Hanaway formally filed the state-level criminal charges, lodging a felony count of forgery against both Melvin and McCoy. McCoy faces an additional count of sexual conduct in the course of public duty stemming from a separate, concurrent investigation into jailhouse misconduct involving an inmate. Both men have since separated from the Shannon County Sheriff's Office, and criminal prosecution remains pending in circuit court.
